[Rpm-maint] [rpm-software-management/rpm] rpm and rpmbuild manpages assume vendor=redhat (#779)

The rpm/rpmbuild manpages contain ` /usr/lib/rpm/redhat/rpmrc` and `/usr/lib/rpm/redhat/macros` as default path elements.
