@pavlinamv It is not true that the timezone short codes do not encode whether daylight saving time/summer time is in effect.
For example, where I live, daylight saving time means Eastern Time is represented with `EDT`, whereas standard time is represented as `EST`.
Europe has `CET` vs `CEST`, Australia has a similar scheme to the US, etc.
There is no reason to break support for this, though I do think it's nice having support for timezone offsets as an alternative (similar to other changelog formats).
