[Rpm-maint] [rpm-software-management/rpm] rpmbuild: Generate buildreqs.nosrc.rpm even if no output (#797)

This raises interesting philosophical questions like: does a package with a buildrequires script that doesn't produce any build requires contain dynamic build requires. Guess having a consistent behaviour is more important than semantic nuances. Also the fact that there are are dynamic build requires is quite legitimate and we don't want a different behaviour for this.
