[Rpm-maint] [rpm-software-management/rpm] Drop leftover autotools-related macros (#691)

This hit Fedora rawhide today and has started to break builds.  It's not that it's so hard to deal with, but each of the package maintainers will have discover on their own why their builds started breaking, etc.  Really an unnecessary waste of so many people's time...
