[Rpm-maint] [rpm-software-management/rpm] %buildarch does not reflect architecture of current %package declaration (#689)

Further discussion reveals that the %buildarch use-case was considered unnecessary and removed from Fedora, so there's no immediate need to do anything more about this, but leaving open for now.
