[Rpm-maint] [rpm-software-management/rpm] Merge common, important brp-scripts from distros (#419)

Per the recent discussions in Fedora Devel, I'd request that -- when possible -- brp-scripts in Bourne Shell be written POSIX-compliantly. 

However, at minimum, brp-scripts with bashisms must have bash in shebang and not generic /bin/sh
