[Rpm-maint] [rpm-software-management/rpm] Sqlite improvements (#926)

Misc improvements:
- handle DBI_CREATED flag correctly for all tables in sqlite (for automatic index rebuilds)
- let sqlite handle header number allocation (for less overflow-prone algorithm, at least in theory)
