Sorry, I haven't commented because I don't really have much insight to this thing.

What I do know is that originally that the build, host and target stuff was originally supposed to reflect autoconf's cross-compilation switches by the same names [1], but either it was woefully misunderstood by the rpm developers back then, or autoconf meaning of these switches have dramatically changed since then. Or bit of both. My last recollection of these is commit de218d7069294c615dd45cf274dd109ebbdce335 so not exactly fresh...

I also do know that there are some oddball arch-related issues in Fedora too, that sound vaguely familiar. IIRC koji always explicitly specifies --target in a way that can cause different behavior from what you'd see on regular rpmbuild cli use, but I don't know / don't (want to?) remember the details.

Of the two presented options, I like the sound of 1) better. Just beware, that's not a very informed choice.
