[Rpm-maint] [rpm-software-management/rpm] Make parametric macro arguments available as native Lua table (#1063)

Adding options as another table, accessed via option name as the key isn't hard.

BUT.

This uses global tables for local arguments, which means that such macros could not nest, which seems like a bit of a showstopper...
