[Rpm-maint] [rpm-software-management/rpm] Add rpmtsAddEraseElement2 to API, extend rpmtsAddEraseElement with key data (#1360)

See PR #1363. It doesn't yet have the transaction change callback discussed in the above but you can associate arbitrary user data with transaction elements and have trivial access to it from the callback.
