[Rpm-maint] [rpm-software-management/rpm] Implement a transaction set change notification callback (#1367)

As per @jrohel testing and comments I think this can go in as-is.

The Python side is slightly more involved as this is not a function local callback like ts.check() and ts.run() callbacks are, we can always add that later.
