[Rpm-maint] [rpm-software-management/rpm] Clarify %check script use-case by executing it before %install (#1618)

At the moment fedora `%pytes` ant `%ox` are udsing paths in %{builroot} and in many cases there is no other way to perform `%check` than using `%{builroot}` tree
