[Rpm-maint] [rpm-software-management/rpm] Add Python bindings for rpmfilesFSignature() and rpmfilesVSignature() (PR #1847)

Since these are new APIs, let's just go with binary data. We should consider making a new Python API for the other things to return binary data too.
