[Rpm-maint] [rpm-software-management/rpm] skip previous only when the current file is normal (PR #1853)

There are multiple other reasons besides SKIPCOLOR which all need to be handled. Fixing this for once and all needs testcases for all the main scenarios. Leaving files behind is bad, but erroneously removing files would be (much) worse.
