[Rpm-maint] [rpm-software-management/rpm] Eliminate static rpm.next_file() from the Lua API (PR #1841)

Just noting that this is still far from ideal, the rpm.next_file() interface is a klunky way to do this in the first place, but we're stuck with that for the time being.
