[Rpm-maint] [rpm-software-management/rpm] Lua rpm.next_file() should not be global (#1378)

As of commit f993a6067b12f030dcdcf33855fd85dada7a3291, rpm.next_file() is only present in the API during file trigger execution, so progress made but the interface is clumsy.
