[Rpm-maint] [rpm-software-management/rpm] add archive.h file (Issue #1868)

This header is part of libarchive which is one of the dependencies of rpm. Make sure you have the development package of libarchive (and all the other dependencies) installed.

Alternatively you can build RPM with `--with-archive=no`
