[Rpm-maint] [rpm-software-management/rpm] Ensure negation comes *after* division (#1542)

Reminder to self: don't merge PR's the first thing in the morning. 

The comment is quite excessive for the case, an added "Negate after division to avoid overflow. Watch out for precedence!" would've been more than adequate. My bad though, and not worth changing *again* just for that.
