[Rpm-maint] [rpm-software-management/rpm] rpmbuild should not accept package Name starting with '-' (#1694)

We were able to build a package with the following file name: ----1.3-2.module_el8+7535+8763afd6.noarch.rpm
It would be good to forbid '-' as the leading character in the Name.
