[Rpm-maint] [rpm-software-management/rpm] Reduce undefined pointer arithmetic (#1710)

Like noted elsewhere, I'm reluctant to change code that's been working for years just because some paper somewhere says its undefined behavior, but when said change actually makes code more obvious and readable, it's an entirely different matter. The existing practice in the codebase isn't by any conscious decision, it's just the way it's been written once upon a time and copied in the new code to in the name of consistency. And if we do this, then I suppose we better get on with it for the rest of similar cases in the PGP parser as well.
