[Rpm-maint] [rpm-software-management/rpm] Files in %_docdir are not passed to dependency generators (#1297)

This hit us again in https://bugzilla.redhat.com/show_bug.cgi?id=1930066

We'dlike to patch Sphinx (a documentation generator) to default to offline-friendly documentation when building RPMs. But, this would mean that the dependency on `mathjax` (a rather large Javascript module for displaying equations) should be auto-generated as needed. (If it needed to be specified in the `spec`, packagers would just forget it.)

Until this issue is solved, it looks like the best option is to keep Sphinx defaults, which link to a copy of Mathjax hosted by Cloudflare.
