[Rpm-maint] [rpm-software-management/rpm] RPMv6 proposal: require padding to be zeroed (#1572)

RPM packages contain padding to align header fields and the main header.  This is always zeroed in packages generated by rpm.org, but RPM doesn’t check this.  For RPMv6, we can enforce this from the start.
