[Rpm-maint] [rpm-software-management/rpm] RFE: replace fakechroot use with proper container technology (#1580)

Fakechroot has served us well for what it is, but it's increasingly becoming a liability. Because of it, our CI is stuck on using Fedora 32 with no clear path forward, and even on a good day, it considerably limits the things we can test (such as ownerships). In the last few years, unprivileged containers have finally become commonly usable, there's little reason to not move there.
