[Rpm-maint] [rpm-software-management/rpm] How to compile debugedit? (#1581)

Hi! I have a bit of a noob question - I just built rpm from source following instructions in INSTALL, but I don't see [debugedit](https://github.com/rpm-software-management/rpm/blob/master/tools/debugedit.c) in the bin. Are there instructions anywhere about flags/other I need to provide to compile it? Thank you!
