[Rpm-maint] [rpm-software-management/rpm] Sync doc/manual with rpm.org/documentation.html (#1666)

The in-tree docs from master is now available as https://rpm-software-management.github.io/rpm/
Plan is to link to it from rpm.org aka rpm-web as soon as it is a bit more polished and then delete the duplicate pages from rpm-web.
