[Rpm-maint] [rpm-software-management/rpm] verifySignature(): package signatures must be PGPSIGTYPE_BINARY (PR #1801)

Merged manually as commit daeddb01de50c53b98eae75e11234132ae63538a to address some issues ((these kind of details are just extremely tiresome to address via patch review):

- misplaced { at function start
- strangely backwards checking of arguments in pgpSignatureType()
- commit message: it doesn't "fix" the referred commit because the check was wrong to begin with
