[Rpm-maint] [rpm-software-management/rpm] Reject empty regions in packages (#1550)

I think I said this before in some other PR, but an empty header is supposed to be a legit construction (ie something you can write + read back from disk). I know it's currently buggy, but adding more wrong doesn't make it right. NAK.

Empty headers (regions or not) in *packages* make no sense.
