[Rpm-maint] [rpm-software-management/rpm] Allow the transaction ID and installation time to be overridden (PR #1803)

I've moved the clock into the `rpmts` structure which has actually simplified things enough that I could ditch the initialisation stuff entirely and just rely on a `-1` value as an inactive indicator. Let me know what you think.
