[Rpm-maint] [rpm-software-management/rpm] remove-la-files: Use file to check for libtool files (PR #1819)

Thinking about the `grep` some more, I guess this isn't perfect anyway since a file called `libtool.la` that's not a libtool file will still be deleted.
