[Rpm-maint] [rpm-software-management/rpm] Implement simple macro objects (PR #1826)

I think non-execution guarantee on load is an important feature of macro files that we should preserve. But maybe there could be some selective means to enable expand-on-load, such an option to %load, or file executable bits set, just for some wacky ideas.
