[Rpm-maint] [rpm-software-management/rpm] cleanup rpmpgp.h includes (PR #1829)

No objection in principle, however pgpHexStr() is unfortunately part of the public API and we don't want a soname bump just because of this one silly thing. So either drop the s/pgp/rpm/ rename for now, or add (back) a wrapper function by the name pgpHexStr() which can be additionally deprecated, to be removed from the API+ABI when a suitable opportunity rises.
