[Rpm-maint] [rpm-software-management/rpm] cleanup rpmpgp.h includes (PR #1829)

Actually, even the first commit is problematic then.  It removes the `#include <rpmpgp.h>` from `rpmfiles.h`.  That is an API break, or at least it makes code that (maybe mistakenly) included `rpmfiles.h` for the benefit of getting the definitions from `rpmgpg.h` FTBFS.
