[Rpm-maint] [rpm-software-management/rpm] remove-la-files: Use file to check for libtool files (PR #1819)

I was about to mumble something on single letter options being more portable, but seing that Open Group definition of [xargs](https://pubs.opengroup.org/onlinepubs/9699919799/) doesn't even have `-0/--null`, that point is pretty much moot - we're unportable there already. So anybody having toolset not supporting what this script requires needs to just disable the script, shrug.
