[Rpm-maint] [rpm-software-management/rpm] Implement %foreach builtin to iterate over arguments (PR #1828)

Bumping the level would have the advantage that %2 et al are no longer visible. Or is that a disadvantage? And people would be confused why the %defines done in the foreach body get dropped.
