[Rpm-maint] [rpm-software-management/rpm] Add Python bindings for rpmfilesFSignature() and rpmfilesVSignature() (PR #1847)

Besides completeness, an immediate motivation is to be able to test #1844 

I'm a bit torn on the return type - for consistency these should maybe return hex strings like we do for digests, but then *those* should really be returned as binary data too for Python (but changing that would break some callers)
