[Rpm-maint] [rpm-software-management/rpm] Use root as default UID_0_USER and UID_0_GROUP (PR #1848)

Well, I was not sure if we really want to silence this. Do we care for systems that don't have /etc/passwd and don't use root as system account? But this way they have at least a chance to find out something is going wrong. I hear RPM is used in strange places these days...
