[Rpm-maint] [rpm-software-management/rpm] Inconsistent macro expansion (Issue #1798)

Switching to ME_PARSE is not as easy as I thought. And there are some other problems as well:
```
$ rpm --eval '%{define:foo bar
baz}
%foo'

bar
```

I don't think it should throw away the baz part.
