[Rpm-maint] [rpm-software-management/rpm] Macrorefactor (PR #1809)

Ok, all done for now. Things to discuss:

Should `rpm --eval '%lua print("foo")'` work? This is pretty trivial to do, it's also consistent with the other macros but it's also somewhat weird.

Should we make the zero-arg builtins non-parametric? I.e. should 'make -j %getncpus all` work? (It used to work with older rpm versions)
