[Rpm-maint] [rpm-software-management/rpm] rpmbuild --target is not properly passed to configure (Issue #1810)

When passing --target=target to rpmbuild the target is not passed to configure.
The configure script will instead try to use config.guess to set the platform and ignore the setting in `%_target` define by the platform macros.
