[Rpm-maint] [rpm-software-management/rpm] rpmbuild --target is not properly passed to configure (Issue #1810)

The host that the build rpm  should run on is that --target passed that worked years before for us before https://github.com/rpm-software-management/rpm/commit/de218d7069294c615dd45cf274dd109ebbdce335 broke it.
