[Rpm-maint] [rpm-software-management/rpm] rpmbuild --target is not properly passed to configure (Issue #1810)

Yup, rpm's --target and configure's --target mean two entirely different things, and passing rpm's idea of --target to configure was always wrong. That's why it was removed. 
If you're actually building a cross-compiler then pass --target to configure explicitly from the spec.
