[Rpm-maint] [rpm-software-management/rpm] Build version (build tag?) in RPM (Discussion #2031)

I lean forward standalone `Build` tag. And handle it similarly to `Epoch`. I.e. invisible when handling filename or any general description. But used when comparing. We compare ENVR although most UI things display only NVR. So we can introduce `Build` (B) and compare ENVRB.
The `Build` would default to 0 if not present - but can be overridden by specifying the tag in the SPEC file. Or by some macro (to ease override by build system).
