[Rpm-maint] [rpm-software-management/rpm] Add pretransun and posttransun scriptlets (Issue #2119)

I've poked into this on an occasion or two in the past, we have bits like rpmscript.c to support executing scripts without having a header at hand and the new transaction callback mode which doesn't use headers, but there are still some annoying gaps in there. Probably would be simpler to just detect and track the postuntrans scriptlet specifically, but then with all the disabler flags and so on, it just seemed too ugly and too much bother for the case. Especially now with file triggers.
