[Rpm-maint] [rpm-software-management/rpm] RFE: use directory ownership for transaction ordering (Issue #2148)

Transaction ordering should use directory ownership as an additional means of automatic transaction ordering: if a package contains files in /usr/bin then "obviously" whatever owns /usr/bin should be installed before it, and erased after. This is a huge unused possibility for making our ordering more sane and stable without requiring any extra data, we already have it all there.
In the name of credit where credit is due: something like this was implemented in rpm5 ages ago.
