[Rpm-maint] [rpm-software-management/rpm] Unify glob fallback behavior (PR #2159)

Okay so there *are* cases where that more fine-grained control is needed, even if those are outside the build code (which is where this all started with). Fair enough. 

I've considered adding flags argument to rpmGlob() many, many times over the years but then it never *quite* seemed worth the bother, might as well get it over and done finally :sweat_smile:
