[Rpm-maint] [rpm-software-management/rpm] RFE: use directory ownership for transaction ordering (Issue #2148)

Adding the directory dependencies isn't hard, but the current ordering code can't really cope with the kind of gigantic dependency loops this seems to create. Whether this is due to actual bugs or just need better algorithms, it needs to be deal with before proceeding with this. Postponing for now.
