[Rpm-maint] [rpm-software-management/rpm] transfiletriggerpostun doesn't work when rpms are removed. (Issue #2324)

ok. I got the iso from https://getfedora.org/. You can download that and use the steps I mentioned above to reproduce.
Although the result is a little different from what I see on OpenCloudOS, the filetriggers of systemd are missing too.

Don't forget to add `-vv` after `rpm -e`, I missed that.
