[Rpm-maint] [rpm-software-management/rpm] Add rpmtags for file signatures and their length (b7e9a60)

It's a mistake, that's all it is. The signature lengths are not guaranteed constant so you cannot even use the value to avoid strlen(), it's only good for allocating storage space and even that only in recent versions of rpm which guarantee it's actually the maximum. In other words, don't use it, better to not even look at it at all.
