[Rpm-maint] [rpm-software-management/rpm] Fix IMA signature fubar, take III (#1833, RhBug:2018937) (PR #1914)

Revert the recent whack-a-mole attempts to fix IMA. When things start getting worse rather than better, it's better to go back to the drawing board.

This changes the used data-structure to something that can actually handle variable length data which turns out to be simpler than trying to get away without doing so. As often is the case.  Details in commit messages + code comments.
