[Rpm-maint] [rpm-software-management/rpm] Fix IMA signature fubar, take III (#1833, RhBug:2018937) (PR #1914)

Both have pros and cons. The zero offset makes it possible to have an empty result point into a shared block of zeros as expected by eg file digests case. This was written with that in mind to have a common structure for all our use-cases.
